that video is very inspiring and a program that is able to make something like that would be good, although I know I would never be able to make anything near that level in my lifetime :( I've only ever made pivot stickfigure animations and they're terrrrrible

Do not have any experience with Animation, but heard that Krita has only the very basic features for animating.

There is the documentation (it is stated v. 4.4, i.e. current state of affairs): https://docs.krita.org/en/user_manual/animation.html

Also you always can download Krita from official site because it is Open Source software and the devs at the Steam Store Page are encouraging you to try Krita first and pay for it only if you like it and wanna make a contribution.

KRITA would be a great tool to paint the assets in that animation.
However it is not a real tool for sequencing and animating this kind of 2d stuff.
You could use another tool like blender to block the 2d scenes and animate them. Lot of these effects look like they were made animating the UV map of the drawn texture for instance.

Firstly, don't put yaself down like that! If you enjoy animating, just keep on doing it!

I don't think Krita is the best out there for animating. Its more focused on painting, but I am pretty sure there are a lot of free animating tools. Just throw a "top free animating software" in YouTube or Google and look around...

Thats how I found Krita, actually! 😁
