Strange Problem
I have the games set for good graphics on my card and it runs 70 - 80 fps. Every so often, the fps will drop to 20fps or even lower making play just about impossible. Then it will go away just as suddenly as it started. Could this be temperature related? The case is a little under ventilated, maybe.

Maybe.
You could also test by setting the background FPS lower and see if it drop down to that number. If it do its likely the game loses focus and are in"background" until you click in game.
Sounds silly, but it happens
The frame rate does occasionally plummet for no obvious reason, and then it takes a few seconds to get back to normal. It usually seems to happen when looking in certain directions in certain locations, but I can't pinpoint what exactly causes it. Guess some areas are just particularly demanding for some reason.

I don't know about the others, but I am pretty sure heat is my problem, and I am working on it. The other machine I have has no such problems it never just slows down for no reason. I do not believe, as they do, that it is a general problem.

I noticed it in a few different locations, but I think it was always in the medieval environment in In the Beginning. I remember that it happened pretty consistently while I was doing the Reason's Retreat puzzle, maybe while looking towards the rest of the island (not the sea or other directions).
And like I said, it always took a few seconds to stop, even when I was already staring at the sky or some other simple geometry. To be fair, my hardware is not exactly high-end now, but this behavior still seems strange to me, so I don't know if it's a game issue or just my PC.

Definitely caused by an overheating video card. The rtx2060 I had in there was heating the side of the case enough to be uncomfortable to keep my hand on it. I replaced it with a gtx 1660 super to see if I can get away with it without it crapping out,
