It is intended. The person behind you is basically a camera man that films your character and therefore censores it.

Well, you can remove it. I did it long time ago. You must find this file "K&L2-Censor-Remover.exe" - In this days is not so easy but not imposible

After installing the "K&L2-Censor-Remover.exe" by replacing the locations and lunching the game Steam makes an automatic update of the game files killing the mod. Any change to still get the mod working?

Only removes about 90% of the censor. Some headshot scenes are still pixellated

you can but you'll have to download the japanese version of the game, it removes the blur
and changes some gore parts like; Blood Sweat and Tears (Tommy and Pierre headshots) a thousand cuts (Kane and Lynch with underwear and less cuts and blood), The Deal (Glazer's death) and so on, it literally removes the censor and the implications, straight showing you the damages caused
