How to beat Ambition Mode?

I have 807/816 Officers, it says 100% but I am missing 9 regular officers.
(Does it mean once I get all the playable officers and its 100%, nonplayable officers are impossible to recruit?)

My fame is 9999/9999, its 100%

74% on Facility Rank overall.

Tongquetai Completion is 91% but the place looks still broken down.
(Everytime I see the Tongquetai upgraded when one of the facilities upgrades, it looks exactly the same.)

I haven't seen the Emperor even once.

How do I advance to the next part?

100% on officers is because the required number for completion is 400-500 or so, iirc.
Also, the requirements for the Emperor to show up were delivered via a huge tooltip box, and remain visible through Pause Menu > Camp Management. If your Facility Rank is at 74%, then you still need to upgrade the 4 main buildings. And the Camp won't become "clean" until then.

You just need to collect facility materials and max out the four primary facilities (Blacksmith, Teahouse, Barracks, and Merchant). You can just trade your Weapon Materials for Facility Materials at the Merchant's, since Xtreme Legends made them more or less obsolete with Weapon Fusion. Do skirmishes, and check your Barracks, Stables, and Farmer (through your selected supervisor) for extra materials.

As for the missing characters... Either you can only recruit them through the barracks (check all provinces) because they got locked out of battle somehow (that happens), or they're the Ten Eunuchs that are only unlocked after the end of the second part of Ambition Mode. They're not impossible to recruit, though.

Personally when I stopped automatically getting officers, I had to intentionally take to battles where "such and such officer is said to make an appearance."

As the others said you have to max out your facilities which means grinding forever on green missions (skirmishes). Get your best character and kill as many officers as possible and trade in the weapons materials for facility materials. It will still take forever though.

The best way to farm material isn't consecutive battles on skirmish mode. You just use the barrack dispatch, stable "minigame", farm/supervisor, then do one skirmish -> return to camp, and repeat. You can also visit the tea shop if you want some exp/attack boost.
