In the game, Sima Zhao doesn't know any of this, it doesn't fit his character. It is probable though that Jia Chong is the mysterious "master" that Zhuge Dan speaks of. That master goes so far as to supply anonymous troops directly to Zhuge Dan to convince him that he is being solidly supported, and that Zhuge Dan can successfully rebel against the Sima clan. These incognito troops show up as ??? to indicate that they're concealing their real identity. Jia Chong then uses the rebellion of Zhuge Dan to execute him and prompt Sima Zhao into removing the emperor.
