When I mention C1, C2, C3, etc, by C I mean strong attack; C1 would be just hitting strong attack, C2 means pressing quick attack once then strong attack, C3 is quick twice then strong, etc.
If you like fast melee types, characters with strong attack-cancel moves are your best bet. Those are characters that can cancel a strong attack with a quick one. Of all those my favorites are Gan Ning and Sun Jian. Gan Ning's C3-EX is a spectacular grapple; his C4-cancel is awesome, and I love his C6-EX grab, jump & smash; cancel out of it once you've landed. Sun Jian is also amazing; he has beastly C4-cancel and C6-EX moves and a really good jump musou too. For the record, they're not top tier but not very far.
Another blazing quick toon is Sima Shi. His C3-EX can one-shot most enemy officers, while C4-EX will have you laying waste on hundreds of enemy troops in no time while traversing the entire map in no time. He's really fun to play and pretty efficient too.
If you like technical characters, you may enjoy playing Ding Feng, Guan Ping and Dong Zhuo. Ding Feng (the monk with the chakram) has beastly musous but what makes him really fun to play is his just-framed strong attacks. Press strong attack, and once he's flashing press strong attack again, and if you manage to pull it off you'll get a devastating (and quite cool) move. His just framed C5-EX can one-shot hyper officers given proper weapon setup, but all of his just-framed strong attacks are cool (and unique).
Another character with technical depth and a very unique and interesting moveset is Guan Ping. What makes Guan Ping special is that his EX-weapon can shoot two strong attacks in a row; simply hold strong attack and after the first one a second one will go off. You'll find that his first strong attack may break guard and the second one provide a foolproof knockdown. He also has some of the best musous in the game (just try his R1 -aka second ground musou). His C5-EX has a huge AoE, is a really efficient "musou filler", plus actually kills mobs like nothing by itself. Bear in mind that, while velocity 10 is pretty much a must for anyone, it's much more so for Guan Ping. His weapon is among the slowest in the game.
Guan Ping and Ding Feng are not only unique; they're also top performers if that's your thing.
Dong Zhuo is both a very technical character and also a grappler. His grapple move (C1-EX) is unblockable, really cool, and deals a metric ton of damage. His musous are also top-tier (his R1 being a grapple). His strong attacks fill the ground with bombs that will stay for a while, which he then detonates with C1. For instance, C4 scatters them in a wide arc in front of you while C5 shoots them all around you. Like most technical types, he's difficult to master.
If you're into grapplers, Huang Gai is really cool. Huang Gai also has a special gimmick with his weapon of choice. Namely, if you do fast attack right after strong attack you'll do his charge move. This trick not only helps you move really fast while on foot, but his charge move breaks affinity by itself, provided you caught the enemy officer off-guard. His musous are all grapples and among the strongest of all; with a maxed out Huang Gai, on ultimate difficulty I one-shotted hyper Cao Pi, the final boss, on Wu's last historical battle using R1 musou (make sure you have fury -not flurry-, frenzy, and aggression maxed on your weapon for that one).
The purest grappler is Meng Huo, but you'll find he's got the unsafest switch attack of them all. That's a bigger handicap than it might seem at first. Not being able to switch weapons on higher difficulties (aka risking a storm rush in the face) is very, very risky.
If you like ranged characters, there's no shortage of them. Huang Zhong has a C2-EX that will break affinity in one shot, plus is unblockable; his C3 will one-shot enemy officers even on ultimate; his musous are very good; and he can jump-cancel out of his strong attacks so he's really mobile despite being static while shooting. Lianshi, while being nowhere near Huang Zhong, has a C4 attack that will one shot blocking officers with cyclone; her C2-EX offers great mobility (and will kill peons like nothing while raging, even on ultimate); plus she's got a really special ability: her R1-musou heals everyone around her. Zhu Ran is also a ranged toon but he's the hardest to master. Xiahou Yuan is a melee-ranged hybrid with a godly C1-EX. Yuang Ji, the knife thrower, is one of the fastest fillers in the game. She isn't hat efficient killing though; her best musou is a highest-height jump musou.
Some of my favorite toons are "oddballs". I love Pan Tong, but be warned: he's rather unsafe to play. He's very unique and lots of fun, though.
I didn't mention Lu Bu because, while he can be moderately fun to play, he's rather cheap and to make matters worse he's not even on the top 5 characters efficiency-wise this time around (unless you equip him with a lance and a horse, of course). Once you learn Yue Ying and Cao Ren Lu Bu feels like a snail. He's definitely top ten though.
Hope this helps.
