Shu Wei then Wu.
Kingdoms, but in each battle you get to choose one of 3 characters to use which is nice, keeps it a bit more focused while giving you options on who to use.
To the OP, I'd say start with Shu.
I think character count wise Wu I think still edges out everyone with Lu Bu's faction having the least, though it sounds like everyone is unlocked in free mode. If it is like the PS3 version you can have story progression saved for each group so feel free to start one and try than stop and try the others after a stage or two.
By the time you finish Lubu story you'll have decent weapons for characters of other factions, and if you need something, you could always comeback to Lubu's last stage to buy stuffs.
