Late to the conversation but I found a solution that worked for me. So, Dynasty Warriors used to come with a _redist folder that contained the Visual Studio 2010 (VC++ 10.0) files needed to run the game. I manually had to install them. I am currently running Windows 11 so I thought installing vcredist_x64.exe would work, well I needed to install the vcredist_x86.exe also for whatever reason. I don't get why but now everything works for me.
