You can't lock manually, but there is a slight auto-lock going on: If you attack without touching the left analogue stick (or whatever input method you've picked for moving around), your character will lock on to the first enemy he hits, turning left and right to keep him in the center of his attacks.
I don't know about the specifics of this feature, but it always seems to be that this lock system prefers enemy officers instead of soldiers, which is neat.
I like the game definitely, I can see myself playing it for a long while, but there are just some things I am going to have to get used to I guess. :P
