Your character might need to be high enough level to use functions like Dash and Dive to begin with for these skills to have any effect. I think that's level 26.
If you level all the characters that prefer Dash-capable weapons to level 50, then you get the Dasher skill, which lets you Dash with any Dash-capable weapon.
You can also equip skills in the middle of a fight under Menu -> Officer Info -> Equip Skills. So you can Dash around to objectives, then change skills for more offense and defense.
I thought when i equip that i can use the last 2 hit of sima shin on his 3rd combo
If you hold a direction for about 4 steps you should see a gray burst around your character indicating that they have entered the 'running' state. While your character is in the running state the Normal Attack button will generate a different attack and the Strong Attack button will act the same as if the character was standing still.
On the Lightning Sword the first standing Normal Attack is mostly horizontal, or level with the ground. If you are in the running state and you press Normal Attack, then the attack that comes out is a mostly upward swing.
*looks up the manual* Well, I was going to link the the game's manual on Steam, but it doesn't explain stuff like Dash in the manual. So much for that. But the game does provide some explanation in the menus if you select an X-capable character and an X-capable weapon. Sima Shi is a Dash-capable character and the Lightning Sword is a Dash-capable weapon.
Dash is not related to running and is poorly named. But that's the name used in the game's menus, so that's the best thing to call it.
Dash: "Able to use the technique, Dash. Press 'jump' while attacking or in the air to move quickly about." Dash provides characters with a mostly horizontal double jump. Give a dash-capable character a dash-capable weapon, jump, then jump in the middle of the jump. Your character should look like they suddenly got thrown forward and slightly up. Dash is also usable in the middle of your Normal Attack combo.
Dive: "Able to use the technique, Dive. Press 'jump' when knocked back to make an emergency escape." I never used this one. It requires you to get hit hard to use it (I think?), so it looked bad to me.
Shadow Sprint: "Able to use the technique, Shadow Sprint. Press 'Normal Attack' during a Strong Attack in order to charge forward and inflict damage on the enemy." This one is good for maintaining a constant combo and can tire out my fingers.
Whirlwind: "Able to use the technique, Whirlwind. Add wind to your Normal Attacks, inflicting damage even on enemies outside your attack range." This generates a very small shockwave with Normal Attacks. Enemies seem to have to rub shoulders with me for Whirlwind to hit them. If enemies are getting that close to me then I'm not playing carefully enough.
The Bow and Curved Sword have strange interactions with Dash. With a Bow, if you do a strong attack just before the peak of the Dash, then the character will maintain the forward and upward momentum of the Dash during the Bow's strong jumping attack. This enables very long and high jumps. With a Curved Sword, if you do a jumping normal attack and Dash just as you land, attack, Dash, attack, Dash, then you can Dash and attack very rapidly. This is hard to control but it enables fast movement while making it hard for enemies to target you.
