Report a translation problem
The brightness was under the Display menu and would update the brightness as I adjusted the setting. This makes it unlikely that the issue is a 'restart the game for the new settings to take effect' type issue. The brightness seemed to adjust fine regardless of what I did under the Graphics menu with setting things high or low. So 'only applies to high settings' and 'only applies to low settings' do not seem to be the issue. Maybe the issue only occurs at certain resolutions?
The Readme file for the game says something about updating graphics drivers. Try updating your AMD or NVIDIA graphics drivers.
There are two other issues that I can think of, both unlikely. The first is that some setting on your monitor itself is not working well with some setting in the game. Fixing this type of issue might require changing monitor settings and I do not recommend doing that unless you have to. If other games and programs are working fine then this probably is not the issue.
The other possible issue I can think of that matches your description is a dead pixel set. This should be very obvious if it is going on. I've had a monitor that was very old lose the ability to light the red pixels before. Everything was displayed using only blue or green pixels, making everything very dark and things like red pings on a map were utterly invisible.
If I knew what Display and Graphics setting you had in the game, then I might be able to duplicate your settings and see if I get the same issue. The Graphics menu also has a sub-menu for high and low settings. If you post your settings, then include that sub-menu information.
I was using windowed 1368 x 768 or soemthing close to that I can't remember, everything else works fine. it's literallyl just the brightness
Try setting the game to full-screen under Graphics, with any resolution, then try adjusting the brightness under Display.
