Depends on what you want really. Good story that focuses on only a few people, or an OK story that focuses on almost everyone.
Plus, I find the side modes in DW7 much better than in DW8, but then again, DW8 has more weapons.
Plus about the price difference, DW8 is actually more expensive including the DLC, while 7 has all DLC from the start.
As pointed out, 8 has more weapons, a larger moveset too. 7 already has all dlc available in the game from the start. 8 has a definitive edition with all dlc, but that's only on the Switch. So if the dlc matters to you, 7 is the better option. Beyond that is really a matter of how important the extra modes and extra characters are to you, since 8 will have a larger roster.
