Cyclone not working as intended?

I played much with cyclone now and it doesn't seem to do anything against blocking enemies, but all I can find online is how ppl think cyclone is good.
My weapon is slash-flash-explosion-jubilation-cyclone-velocity and I'm using Lu Bu's 6 star halberd, but blocking enemies don't seem to take any damage from my attacks when blocking or so unsignificant damage that I can't see a decrease on the health bar after quite a few hits.

If I recall, it's much better when you use it on a weapon like Lianshi's crossbow or Wang Yuanji's knives where each individual projectile they launch triggers the effect. I remember one of the crossbow charge attacks being a straight-forward shotgun blast that can often instantly kill any blocking enemy on the hardest difficulties. The slower weapons, though, only get some chip damage out of it.
