After adding aoh3 to the exception and subsequent downloading, a Trojan appeared on the computer, which Kaspersky immediately removed and began the procedure for treating the active infection.
Before that he complained about a file related to multiplayer, and then, at about 45% of the download, he saw a virus (?) Backdoor.
P.S. (24.10.2024/13:06/Moscow Time): This all happened yesterday evening. I haven't downloaded this game yet today.
You are clearly the idiot. There is no such thing as 100% virus protection. Of course, Steam doesn't have 100% either. Of course Steam can also miss viruses!
Yeah, yeah. Noname said it's not a virus, he knows 101% for sure.
I have removed the problematic windows/x86/org/lwjgl/lwjgl.dll file from the game files.
The game can now only be run as a aoh3.jar - Java file.
If you don’t have Java installed, you can download it here:

Please let me know if this helps!

edit: It works for me
If you would like to go back to the version that includes the .exe file, then:
Right-click the game in your Library.
Go to Properties > Beta
Choose -> LWJGL3
