it's at the end of the crescent keep with the rotating tower.

Go back to the door with the lonely torch and fight through until the end once again.

Think you have to be high enough level? I was there twice, door wouldn't open. Came back at now lv17 and door opened saying I was worthy. I've done nothing new other than gain a level or two.

it requires you to be level 15 for the quest to open the door

Make sure you pick up the "Tethering Grove" quest.
that triggers the door to open
