Basic Hit Chance is 80% for everyone if I recall correctly.
It can't be seen anywhere, apart from attack-factor calculation if that option is on with you.

It's not there but it would be well above 100 for most units because so many things alter hit chance in combat. I mean, base hit chance for melee is 80 and everyone has a few points of weapon skill even as a brand new recruit with zero XP.

As Castor said many factors influence it, so it wouldnt make sense to display it in the management screen because that number wouldnt mean much in a match, where your hitchance will depend on:
- enemy WS
- enemy AG
- (quality of) enemy gear
- skills
- (de)buffs

Ergo, you can see it in the match vs whatever your attacking.

@uddhava: respectfully I disagree. There are many stats that are displayed and are affected by the dynamics of each individual fight (parry, dodge, etc.). I for one wouldn't mind having each characters base hit chance displayed.... also would love the stupidity check, and climb/jump down/leap, and maybe a white circle for range units to display range when in map mode. ...just to name a couple more.

Having more info displayed helps in making better choices, with skills, enchants, and combat. Can my smuggler benefit from "Walk the top Sail"?, guess I'll have to wait till I'm in game, run up to a wall or ledge and check my numbers. Will the Lucidity enchant be a help or a waste for my tarded unit? Oh his chance is only xxx maybe I'll fire him ...Plenty of other ones too.

Yes, it does make sense to display a characters basic values even if they are modified later on.

I understand where you're coming from. I guess having played so long, I dont miss those numbers. Stupid units get fired, and for the rest, the stat information provides more or less what I need. I'm more interested in the inbattle hit display than outside of it.
