Winter soldier's ult needs a nerf.

He at least should get a limit on how many times he can use it in one go. It's not fun when he can just press q and get a guaranteed win on a team fight without doing any actual effort.

I already did, thats why im saying this. Its unbelievably cheap. Especially with his 2-shot primary basically if you aim, there's no point in even trying to play the game if you fight him.

what bracket were you trying him in? Silver? Bronze?
People in Gold 2 and above know how to counter it. so git gud. and dont run into it 1 after another - that's exactly the way I got my 8 kill streak with his ult. It loves lemmings

I mean I'm sorry but if you die to that it's your fault really. I think it's one of the most high skill and fair ultimates in the game. WS's ult is dealing pretty mediocre damage, countered by every building, ceiling, cover, wall etc... The hitreg is extremely trash, but if you still struggling you can just use a defensive ult or maybe just don't get hit after the ult landed on you.

It's only ever gonna threaten you if you are on low hp, out in the open, you actually feeding, or your healers are sleeping.

Also I think genuinely speaking WS is one of the most well rounded and fair hero in the game. Maybe I'm biased but this is how i feel.
