It's one of the endings, i dunno if you have to do anything special to get it, perhaps remaining neutral will net you it i'm not sure.

you can get it by becoming a outlaw and beating the game as one, im not completely sure HOW you can become a outlaw, but you can tell if you are one because bandits wont attack you or say any quotes to you when you get close enough. i think by killing the sheriff and robbing the bank you can become one but im not sure

Killing enough bandits will make them scared of you.

I got this achievement on my first playthrough which I just finished. I was called an outlaw by bandits and they stopped attacking me, though I never broke any laws or killed any innocents. Perhaps it is because I started shooting bandits on sight, while they were still warning me off, instead of waiting for them to open fire. I'm not sure.

I'm pretty sure it's the ending you get if you don't fully side with any of the factions, but you've killed a bunch of random bandits.
