The murderer is not spawning despite a complete portrait. Glitch?

I have a finalized portrait and it's not flashing but I just have been waiting for 10 mn of gameplay and nothing.
I did the Indian quest line so Clintville is now Indian territory. Is it possible that it's made the spawning impossible?
Every other run I made ended up with the murderer spawning in Clintville.

Iirc there are two towns and he spawns in either one of them... Been a while tho.

I tried in Santa Anna too. And pretty much everywhere else that has a poney express and he never showed up. Ended up just restarting my run.

For me, most of the times (!) the murderer is at Santa Anna train station OR at Clintville train station.

There is a simple check for murderer even if you don't have a full portrait unlocked - throw a bolas at him. If the bolas disappears upon hitting him, well, you have 100% confirmation that's the murderer and you can try to shoot him immediately to get the pursuit cinematic.

Keep in mind that there is a couple bugs that can ruin your savegame permanently - if all else fails, back up the current save to another location, wipe the save and start anew.

Oh, also, the murderer doesn't just spawn on your screen the moment you have the whole portrait filled. I don't know when exactly does he spawn, but pretty sure you can encounter him much, much earlier - if you are lucky and can detect him earlier. I have finished the game multiple times without having the full portrait.
