If you get the game to display at 4k you should be able to change the Windows scaling setting back to your desired scaling level after doing this without upsetting the 4k game resolution.
The first one is that your NVidia or AMD graphics card might have some particular software bundled with their drivers that could be causing this. Please investigate your system tray and check out the settings - this software may be causing issues or forcing certain behavior on a dual monitor setup.
The second method is within the game alternating between variants of display (under Settings > General) and seeing if that helps - remember that even in windowed mode you can enable "Lock mouse to window", meaning your cursor won't escape and click outside the window during play.
The third method is to alter the DPI settings of the game executable. This is done outside the game from Windows. Where you've stored your games folder on Steam (typically it's C:\Program Files (x86)\Steam\steamapps\common\) will vary, but this third method is more aimed at people with only *one* 4K monitor - not two, but it might also help. Here's how you change the DPI settings specifically for the game.
