Report a translation problem
First, while it might feel like there are a limitless number of roaming enemies, they are in fact finite. Take it slow in the first area until you've thinned the horde a bit. Shoot with the Carlos then fade into cover, and use corners and stomp to ambush pesky gadflies.
Second, and most importantly, use sound to your advantage. The AI will go to the location of the Harvester's impact and not where you fired from, unless they are quite close to you and can hear the sound of your shot. Use it to lure the enemies to favorable places, then nuke them.
There are also destructible structures which can both destroy the enemy directly and lure with sound. Use these in conjunction with firing over heavy cover, into chokepoints, and through the cutouts in the district walls.

-enemies track sound, but the harvester firing is far quieter than the impact. fire it, run the flip away, and cloak after the impact, and the investigating swarm will blob up around where the shot hit, hopefully never actually tracking you
-its obvious, but the primary shoots over walls. exploit this and over the null space BUT FOR THE LOVE OF GREAT LEADER be careful, as you can very easily kill yourself if you're too close when firing
-you might see it in the video - the mech stomp is great for agravs barreling into you, especially if they run into a wall and lose momentum. a ropekid can take nasty chunks out of your shield if you let them harass you too long
-the harvester spreads out from where the arc line shows. in otherwords, aim just a bit before where you want the shot to connect
-alarm sounding will probably ruin your day, considering restarting if you haven't done 75% or so of the captains, though i personally like to see the failures
-the carlos is the sniper rifle for distant slow targets, and your last ditch for the faster ones - avoid trying to take on more than one thing at a time with it unless you're SURE you won't miss
-you can honk the horn to assert dominance and wake up a suicide varlet/roadie and then back up a bit to pick them off one by one from groups, once you have some space
good luck, it took me about 15 or so tries to get that recording, for reference. it's one of the harder levels, with one of the hardest powersuits to master
9:50 lmao, it's so typical in this game. That's why player-centered camera still has it's uses I guess. Well, theoretically :3
