Chapter 1: Exposition
Stage 2: Homicide
In the Outro of Homicide, Detective Manny Pardo goes to a crime scene. While he's talking to another cop at the crime scene, cop says: "God, this city sure makes your skin thick, huh?" And Manny Pardo says: "I was born with thick skin."

And a meme was born.

Thick skin basically means you don't let anything get to you.
Which I would say does NOT describe Pardo very well.
