Even on Humble Store? Didn't know about that, sorry. I thought he could buy the DRM-Free version there.
Haven't tried it yet. If it's legal to import, you could try to get a Steam key somewhere. That's how I was able to get Half-Life 1 uncensored in Germany, by buying Retail at amazon UK. (If it's legal for you to own in Australia, write to Steam support if you have a key somehwere.)
It's Australia's law, not Steam's law. You can't legally purchase it anywhere there.
