How to contact the Developers?

Hi, my name is Weesnaw, im starting a legitimate screenplay heavily influenced by the Hotline Miami series, and I have started a little bit of it (Plot, Characters, have already been worked out by me) and not only would I like to ask the Developers permission, but I would try to like to contact the many amazing artists of this games soundtrack (First and Second game). Any help would be greatly appreciated, as I will be intending to possibly market the screenplay. I do need the developers permissions, as well as the music artists permissions (creative commons, and copyright in general.) Any help will strongly be appreciated, and please, this isn't a troll. If you know any way to help me reach out to them, please add me, or leave a comment on this post.

I've tried this before, but to no avail. I have also tried contacting cactussquid directly via email, but that hasnt landed me any results whatsoever.

Its all an endless chase for me, lol.

Unfortunately it does not exist although you can make a homemade one with a PC, an arcade box and some controls that recreate the arcade ones.
