Yeah, Pardo talks to them beforehand. He's trying to frame them for his murders so that he can "bust" them and become famous. He has no idea that they're in The Fans.
All they say during the conversation is that Ash isn't there.
It's because he's a delusional megalomaniac. I don't know how far into the game you are, but assuming you've beaten it, you probably know he kills Tony, even though he surrenders. He says something along the lines of, "You just wanted your fifteen minutes of fame!", it's because the Fans were getting more attention than his own murders were. Pardo murdered all of the people whom he visited the crime scenes of, to become a famous killer, and that's also why the writer alludes to writing about him instead of the other masked murderers. And again, also why he plants the wallet of one of his victims in Alex's kitchen when he visits her, so he can have evidence pointing away from him because he begins to become paranoid that he'll be caught.
He hallucinates the light and camera crew because he wants to be famous and the center of attention.
