Some Peculiar Things About Richter and the Story (Spoilers.)
So I've been playing through the game again, trying to keep an eye on every little detail and previously I didn't have all the possible conversation with Richter's mom, after having all of them, I've started to notice there's something that's not right. At one point Richter's mother says she has a dream where Richter and his father (Who we don't see, as far as we know.) are on an island, but she feels something terrible is going to happen, at the end of the game Richter and his mother are in the Hawaiian islands, she puts on the Richard mask, and something horrrible happens, the nuke. Later on Richter's mother states that Richter is a loner, much like his father.(There could be some kind of odd relationship between Richter and whoever Richard actually is, since it's implied Jacket and Richard are not the same person.) I've been trying to figure out who his father just might be, although whoever he is, I'm fairly certain he's not alive. Based on the color of Richter's eyes I figure his father, if his father actually is a character in the story that we've encountered, his father could possibly be Beard, or perhaps the Mob Boss from the first game, since we don't know if he had more than one son.

There's also a bit of a strange relation to Jacket, or Richard, depending on how you look at things. Firstly, there's the fact that largely, they're both loners. Second thing I noticed is the wilting flowers in HM1's apartment, and the pair of wilting flowers in Richter's house in his mother's room, they seem to allude to a significant other being lost by both people. Third thing involves Jacket's wounds in Trauma. We're lead to believe Richter is responsible for Jacket being in the hospital, however, when looking at Jacket, he has no bullet wounds, only the wrap around his head. I think Richter may be responsible for killing the girl in HM1, however I don't think he had anything to do with Jacket being put into a coma. Fourth thing, the story can be a bit odd at times, however it seems that all characters who had the possibility to live, or die in HM1, are alive in HM2. Jacket, Richter, and the Biker. Personally, I don't think anyone won the fight between Jacket and the Biker, if you get the hall of broken heroes in HM2, you can see Biker has a large wound on his face, consistent with how Jacket wounds him, however Biker clearly isn't dead, which implies Jacket didn't finish him off. Biker also may not have finished Jacket off either, hence Jacket having the head-wound in Trauma, consistent with the biker kicking him in the head at the end of their fight during the Biker's side of the story. The 50 Blessings janitors are also alive in HM2, having visited Richter in prison, implying the Biker didn't kill them when he encountered them.

Lastly, if you pay attention during the scene when the janitors are talking to Richter, when Richter starts walking back to his cell you can see someone in a prison jump-suit who resembles Jacket. If Jacket and Richter were both in the same prison, then that means Jacket had a chance to escape, but chose not to, which might mean nothing, but might have something to do with him feeling guilty about what he's done. Then there's a room in Richter's house that's always locked, has an open safe inside, and a tiger rug similar to that of the one in the Mob Boss' hideout at the end of HM1, making me wonder if perhaps he had some form of ties to the Mob Boss, even their faces are somewhat similar. Also, if you look at Richter's torched car, it's a DeLorian like Jacket's car, and since Jacket has been inconsistent with his memories in the past, having hallucinated Beard still being alive, is it possible that maybe Richter was responsible for some of the things Jacket thinks he did in HM1? Of course it is possible they both owned the same car, but you never know. Thoughts?

(Also I think I just figured out why 50 Blessings has it's name, because of the 50 states in the US.)

In the ending, where it shows Richter and his mother, it says "Miami, Florida". Maybe Richter went to Miami instead of his mother going to Hawaii?
I don't think Richter is related to Beard or the Russian Boss. They just have the same eye color.

In the fight between Biker and Jacket both got wounded. Biker has hit in the face by the golf club (and got a scar) and Jacket was kicked in the head. The kick screwed Jacket's head and that's why after the fight he starts seeing dead people talking and such. I think Richter shot Jacket, and THAT put him into coma. Trauma is almost two months after Jacket is shot by Richter, that's why he hadn't bullet wounds. As the doctor said, he was healing from the surgery.

BTW, it's interesting that in the cutscene where he sees himself in coma his head explodes just like when Biker kicked him.... Mind blown....

About the janitors, I don't think that they are the same in both games... In Hotline Miami 2 none of them is blonde... I don't think I get that scene of the conversation with Richter in the second game.

I think that's just because they're based on how the devs look, and back in the development of HM1, one of them had his hair dyed blonde, and since then it's gone back. Notice that the other one still looks mostly the same, while the formerly-blonde one still has his piercings.

i think they're wearing disguises in HM2, one of them has a fake looking moustache. (think the one with the nose ring)
