Why title it 'Wrong Number?'
I just finished the game and there really is a lot to take in. But something that's been in my mind the whole time is why did they title the game "Wrong Number?"

In early development I got the impression that the only playable characters were going to be playing "Pig Butcher" and "The Fans" and that the story would focus much more on them. If the plot went in that direction I could see the "Wrong Number" title but ultimately the plot isn't really too focused on any one character or group.

I feel like the more I think about it I just call it 'Hotline Miami 2: The Lore' in my head.

Any number of reasons. Massive spoilers and theorizing ahead, read at your own risk. Seriously if you haven't finished the game get out of this post now.

Most literally, You could argue that the primary plot of the game is The Fans going to The Son's hideout after The Son calls them on accident trying to reach The Henchman, essentially getting the wrong number that sets off the cataclysmic chain of events that end the game.

Or, you could argue that it's aimed directly at the fans who wanted the return of a playable Jacket and the 50 Blessings calls, in which case they're looking for Hotline Miami and Hotline Miami 2 is the wrong number.

Or you could think back to the original where Jacket got everything right about going to find the leaders of 50 Blessings. Except the floor. Wrong Number.

The Detective also fits this as the Miami Slasher. He's trying to create sophisticated murders to grab the media's attention, but he metaphorically has the wrong number of the city. They're not interested in anything but buckets of blood, leaving his crimes completely unheard of and uncared by the rest of the cast.

Another interpretation could be that the game itself is the wrong number, as everyone focuses on Jacket and what Jacket did while the real, massive arc of the game is only vaguely seen through newspaper clippings until the very end.
