Hotline Miami 1, but it has less content than Hotline Miami 2.

Hotline Miami 2 includes a level editor, hard mode, and way more levels

You should buy 2 if you can only afford 1... But i recommend you get the first part 1 day as well

Play 1 FIRST.
It'll make MUCH more sense after you play 2.

OK LIFE FOR DEATH part one is good to learn the story but 2 is fun game play part 1 is fun but 2 just works better in my opinion

Definitely start with the first one. I love them both, and the second one does have alot more content - but the difficulty spike is unforgiving. The first game gets you used to the mechanics gradually. The second game assumes you've already aced all the levels of the first game and throws you right into the action with the difficulty only increasing from there.

Hotline Miami 1 is better game.
Also Hotline Miami 2 dont have more content, only more levels, thats not the same, because in HM1 you have more weapons and masks (diffrent gameplay style, abilities). Also first one have better story, so you will care more about what is going on.

that's a subjective view of content, personally i think the workshop trumps all claims HM1 has more content
