He dodges bullets, but is vulnerable to melee attacks

Also he travels in speed of light and can teleport through wall, very nice!

Prison ninjas .. you gotta watch out for them

Best tactic is to throw something at them and then finish them with a melee while they down .. for some reason they can dodge bullets but can't dodge slow moving object thrown at them

Kill him with a toothbrush

Punch him and watch him magicaly transform into a normal prisoner when he gets up

Under what circumstances would a person be able to predict and dodge gunfire 100% of the time but not be able to dodge a baton swing? When the baton is swung faster than a trigger pull?

Its a game if it were realstic your charcter would get tired after swinging his weapon full forse 10-30 time
