Why would 50 Blessings send Richter to kill Jacket?
Alright, so this thought has been bugging me for a while, why would 50 Blessing want to kill Jacket?
After all, he was one of the Organization's best members.
My only possible theory is that 50 Blessings kills their own operators (Kinda like how richter got a visit by the Janitors in Release)
But it still doesn't quite fit.
Any ideas?

Jacket gets Richter sent after him due to his halucination of him actually killing biker. Jacket hurt biker badly but not enough as to have killed him as after that mission, Richard tells Jacket that he is loosing his grip on reality. 50 Blessings saw that biker was still alive thus they believed Jacket was incompetent. So they sent Richter after him.

"incompetent"

Biker is present in the second game, alive, and has some sort of scar on his face
The bar of broken heroes isn't canon, as you see beard working the bar, despite him being dead at that point in time. (Nuking of san francisco)

It's not illusion. you forgot that Pardo is capable of doing this feat in dead ahead episode without any special skill.

Maybe it IS an illusion, Pardo is actually the most bestest character in the game and therefore really strong and thicc skinned.
That's why he was able to do such heroic behaviour.

No one's really sure of that, if he injured Jacket, or got injured by Jacket, Hotline Miami is messy.

Well, in HM2 Biker can be found in an easter egg where you talk to him. And as you talk to him you can see a big scar on his face, implying that Jacket and Biker both survived the fight, but both got pretty beat up.

My best bet is that both Jacket and Richter were considered "unstable" for the organization.
Jacket got a girlfriend, and 50B thought he might break the secrecy of the organization.
Richter simply became unwilling, hence the call that tells him about "grave stones he ordered" unless he continues his "work".
So, they sent Richter to eliminate Jacket, and after that set up Richter in prison to be killed.

Richter was caught by the police after killing Jacket's girlfriend (that's why he's in a cell in Assault), then he's sent in prison by the police. 50B try to kill him because he's useless in prison and he might tell the police about 'em

I wonder, Jacket beats up Richter regardless in HM, why is he untouched in HM2?

You don't have to kill him in HM1, you can spare him. That's what happens cannonically.
The possibility to kill Richter was a sort of test by the devs to see if the players are "normalized" to violence and will try to kill him like all the other enemies

I mean, Jacket is forced to somehow damage him to end the level, be it hit him (which turns his face into a bloody mess) or shoot his shoulder. I guess that means canonically Richter has a hole in his arm now.

You mean he has second hole.

Both stories are told incorreclty. Jacket defeated Biker, but was too adrenaline pumped and in a fight-or-flight state that he just sees that he kills Biker, but he actually rather put a huge gash on him and knocked him out. Biker kills him, possibly because of cutscene limitations (?) or the fact that Biker was super angry at Jacket. Biker wakes up and interrogates the janitors, who don't see his gash as he had his helmet on. They assume Jacket never went after him, so they send Richter after him.
He failed to kill biker.
