I tried it in every possible way honestly. :D
First I bought the upgrades in the building, then I put in the weapon with no upgrades and it gave me +1 stat. I tried putting the same weapon in again, didnt even let me do it because it is already upgraded. Then I reloaded bought 1 upgrade (this time I tried with armors) upgraded it bought the 2nd upgrade same thing: doesnt let me upgrade it because its already upgraded. Buying the buildings first and using non-upgraded weapon, armor that should give +2 stats still gave me +1 only.
So all in all, non upgraded "clean" equipment gives me only +1 stat when I have every building upgrade in blacksmith, and the already upgraded things dont give anymore because, well its upgraded already and it cant be put into that upgrade slot and I guess thats the normal way of how that should work in that case.
You're thinking that the building upgrades buff the equipment upgrade action.
I was thinking that the building upgrades universally buff equipment.
In fact the building upgrades directly buff your heroes. I just tried taking Mento's armour off, and his armour rating was 0. I then bought the +1 Heavy armour upgrade and looking at the character sheet his armour rating had changed to 1.
It makes sense that way, as it's how the other buffs (skill points (obviously) and resistances) work. Just the wording of it is misleading.
