Not sure if the dlc worked or not
I placed it where it told me to place it to in the DLC folder, and in option ingame it says 0.1

But ingame save, whenever i do nsfw scenes, it still blurs body parts.
Is that suppose to happen and what exactly is this dlc, does it restores scenes or is it suppose to be uncensor body parts?

The dlc doesn't remove the censorship. DLC adds new natives.

DLC restores two native types (and one unique NPC) that were cut out due to Steam's censorship. It does not help against Japanese censorship (but the guide above deals with Japanese censorship well).
You can also use Universal Unity Demosaic to remove even more Japanese censorship, if you're willing to do it.
