How to add bots to multiplayer games

I'm trying to play a game with my friend as hunters and have all other positions filled by bots.

I can't seem to find a mode that allows this though I believe this is a supported configuration.

I've tried creating a custom game and inviting my friend, but it makes one of us the monster automatically even if we both choose to play as hunters.

It is a supported configuration.

Multiplayer > Custom Game > You both select hunter. Done AI fills in all other slots.
