Did you ever buy it? I'm guessing no. Maybe you have the very old beta installed? If so, delete it (manually delete the old directory) and reinstall the game.

i indeed played it on a free weekend thingie and i tried to find any old files related to evolve but no luck at all...i have no idea what to do
This happened long ago when people played the beta and later tried to install the full game.
You need to do into your Steam directory and find the Evolve directory and delete it. OR maybe try uninstalling it from Control panel.
Look in here Computer > Local Disk C or what have you > Program Files > Steam > steamapps > common

If you are using steam sharing you have to unlink your account and restart steam and try again. If someone owned Evolve before it went F2P it won't let you play it as F2P. You have to re-link your accounts.

Had this issue with a family member so if you are using steam sharing that's probably the issue.

had the same problem and could fix this and posted this in the discussion. Heres a copy of the important paragraph:

So to fix this, i stopped Steam.exe in via Task-Manager, then went into my Steam-Folder and deleted every file and folder, exept "SteamApps", "userdata" and "Steam.exe". By executing Steam.exe, Steam downloads the deleted files an repairs itself.

As I said, it worked for me, I had it from a german forum which liked to this post: https://steamcommunity.com/app/236110/discussions/0/490123197947282740/
By deleting the files you basicly force Steam to install itselve from scratch without touching the games you´ve installed.
