Legacy Evolve - All content unlocked?

I recently switched my game back to the Legacy version after playing Stage 2 for a while. During character selection, I discovered that I'd somehow gained access to characters and skins I didn't have before Evolve went free to play.

I bought the base game and the Monster Expansion Pack (Behemoth), and that's all I purchased. Somehow, I have access to the Gorgon, Crow, Lennox, E.M.E.T., Sunny, and all the other characters that came with the season passes. I even have Goliath's Turtle Rock Gold Monster Skin and the Magma skins, even though I didn't participate in the challenge that awarded that gold skin and didn't purchase any season passes.

Is this normal? Can any other Legacy players who didn't purchase all the characters confirm the same thing?

Well because legacy pc is pretty much discontinued support it doesn't make sense to keep all the old stuff locked off. It's not going to get patched or corrected in any way.
If you can download the legacy then that means you supported TRS by buying a 'box copy' as they would say. It's kind of like 'thanks for the support'

The Legacy version does not include any of the Hunters added after the beta was released. It has not been updated at all.
