"Extra" party members: Will they wait somewhere?

I now have a few people that seem to want to join my party, but I have three (besides player character.) Two characters I've met implied they would join, but one looked at my party and hesitated, and the other explicitly told me my party was too full.

Is there an inn or tavern I can leave people at, or do I have to tell party memebers to piss off via their dialogue trees? If it's possible to recruit them again later, where can they be found?

the strategy guide says most of them can leave and you can add them again. They tell you when they leave where you can find them. if I recall only one will leave for good if you dismiss them.

Thanks! I'm wondering now how the game handles leveling though. Will they be underpowered because I acquired them late, or left them sitting out?

there's also an item you can find, I forget where. Maybe in the caves under the city? Anyways, it lets you call potential companions from wherever they are.

They each have their place, when you dismiss them they'll tell you where they are going, if you think you want them back at some point, take notice. You can have 4 chars in all.
