Starting the DLC
This might sound like a stupid question, but can someone tell me how to start the DLC? I don't see any start button, and nothing is highlighting when I hover over it, but the game says I own the DLC already.

Going to Properties -> DLC -> Uncheck and recheck the DLC
Then:
Installed files -> Verify integrity of game files
Then:
Restart Steam and start the game again

If that doesn't work:
Log out of Steam and log back in, or reinstall the game.

From the main menu of the game, there should be a "downloadable content" button that lets you access the DLC cases.

Do you not have "Play THE SINS OF NEW WELLS" up the top left?

No I do not.
When you right-click on your game in Steam, select "properties" and go to the DLC submenu, what's displayed there? Should be a checkmark next to the DLC.

You need to purchase and download the DLC first.
Took me a full files integrity verification to get the "downloadable content" button to appear in the main menu (both DLCs are checked in the game properties in Steam). But even then, it says "Owned" (because I have the detective pass), but I don't see any button anywhere to actually play the DLC? Is this a known issue?

I have this exact issue, I reported it in the bugs, so I'll wait for a response back

I have both the detective's pass and the sins of new wells dlc checked.

This is a problem multiple people are having. There doesn't seem to be a clear fix yet, but try:
Going to Properties -> DLC -> Uncheck and recheck the DLC
Then:
Installed files -> Verify integrity of game files
Then:
Restart Steam and start the game again

If that doesn't work:
Log out of Steam and log back in, or reinstall the game.
Logging out and back into steam solved the issue for me!

Thanks, restarting steam was what did it for me
