There is a difference between a maniac simulator, and a CRIME simulator. If you shoot me or try to PvP me when I'm just DRIVING across the street - of course I will go passive. Nevermind that this game is UNBALANCED, and I have no hope of defending my cargo in an old van, that can't even go uphill against Mk2 magic broomstick, that can come, bomb you, and go away faster than you can UNDERSTAND what is happening.
