Give or take. I had the same issue ages ago on a slower laptop.
Honestly, the configuration of the other user who commented is excellent and yet he suffers from the same problem as mine, I don't think overclocking or changing my processor will solve it. ..Anyway, I will continue in solo sessions.
That's basically what happens to me, the game doesn't use the GPU or CPU much. It's strange, my processor consumes only 20%
Use something like HWmontior to check hardware utilization.

What's your specs?
Just with basic setting optimizing with nvidia geforce experience, I get average 60+ frames with a gtx 1050ti.
MIght be a good place to start, optimizing settings.
I use MSI afterburner, my setup is R5600x + RTX 2060, 16GB RAM. I'm going to try nvidia optimization.
If the geforce experience helps report back.
Okay, okay. I was testing Nvidia's optimization and also without the optimization, and honestly there were improvements, I tested in sessions with 20 players the game was around 50fps away from the city and 45 fps with drops to 30 when driving fast through the city (That's without the optimization from nvidia)
With the optimization, I could notice a improvement, I went from session to session until I found one with 20 players, repeating almost all my movements, away from the city it was 70, in the city it was around 60-54. Driving at high speed around the city was around 50-44 fps. It's a pretty considerable improvement. It's not ideal, but it's a help.
At the moment, your tip was the only one that helped me, unfortunately it is very difficult to do an accurate test in GTA online, as there are several differences in what happens in each session. However, I felt improvements. I thank.
Also when you get to the screen to optimize settings, there is a wrench you can click that gives a slider to adjust for either quality or performance, I have mine set to performance.
This gives a few other options within the geforce for known good settings.
Now you can tweak settings from there for better gains. Geforce experience just gives a good base settings, making it easier to tweak them from there.
Yeah def not always the best solution, but does work for some and easy to do.
