Is there a -nobattleye in your gta5 launch options in steam?
Is there -nobattleye in a commandline.txt in your gtav folder?
Is there again -nobattleye in an args.txt in your gtav folder?
All of those need to go away.
You should also make sure the battleye service in windows services is functional and not disabled. Manual or automatic should be fine.
You could also attempt to run gta5_be.exe and see if it installs itself.

edit - if you removed the gta5 folder and all the files - assuming you mean 'game files' in steam / steamapps / common - that means you likely removed the args.txt and commandline.txt if those files existed in the game folder. Unless you just uninstalled, or were talking about my docs / rockstar games / gtav instead.
At the moment i can't use my pc, but i tried running gta_be before, i clicked install once but the problem stills there, i removed all the gtav folders and downloaded it again, if the problem persists, ill try the other 3 options, thank you very much and i will notify you if the problem dissapears [/quote]
