Report a translation problem
The more intelligent here will make rough guesses.... Your actual best bet is open a support ticket directly with rockstar, and tell them whats going on. Make sure you don't end up at peer support, as it's about useless.
Anyway - based on what was said....
Bare minimum - since you didn't list anything you.. have tried.. if anything...
Go to c / program files / rockstar games / launcher - there is an uninstaller - uninstall.
(of course, if you did not use the default location go to the right location -.-)
Same for c / program files / rockstar games / social club - uninstall.
Next- go to my documents - RENAME rockstar games to rockstar games-old
-Verify your game files in steam (unless you've done this in last 20 hours).
(I will assume no mods since not mentioned -.-)
Then to go to your steam / steamapps / common / gta5 / redistributables folder
Install social club. Install R* launcher. Open R* launcher/sign in.
Does it self update? Update social club? Does it open at all? Close it.
Try loading gta5 from steam. Doesn't work? Same thing / crash?
Go to c / program files / rockstar games / launcher - rightclick launcher.exe - properties - compatibility tab - checkmark run as admin. Apply.
Test again. That 'should' cover 'most' of the launcher/social club issues if this nonsense happened 'after' the most recent update. If you are a new user, or not played in years... that is a potentially very different and larger can of worms.
Some users find they need more than the launcher.exe as admin, and may need gta5 (if you get that), or even steam - to be set to run as admin. Some need no admin. Be methodical. Hopefully, your windows is 'default' - and doesn't have other silliness happening - like %program files% defaulting elsewhere, or my documents having issues. You can also have connectivity issues that cause launcher to crash, av/sec settings overly right/blocking, onedrive can cause issues, corrupt/mangled vcredists can cause issues (can typically uninstall/reinstall, or repair - but some times that isn't enough). Then there is directx9 corruption, audio device issues, missing/corrupt media feature pack files on N/KN windows, and more.
