Report a translation problem
'I installed scripthookv' --- and then added these other things.
There needs to be more details. When, did you do these things? Was this done recently? After the most recent update where scripthook no longer gave an error that is was outdated? Have you since ripped out all your mods/files, verified game files, and started from 100% vanilla?
If you 'have done all that' ---- you could look into antivirus/security, vcredist issues, installation instructions (for those things that need 'more' - like shvdotnet, .netframework, etc). Blocked dlls. Other copies/wrong folders, extracting of a /bin, and not the files themselves for shv, and on and on.
Exact versions of things installed, game version, etc may be of use. Basically, details.
First, I would go download the most recent scripthookv, and try installing that. Though, I would go into your gta5 folder, and delete dinput8.dll, and scripthookv.dll first so you are sure the version you are installing actually goes in. Then there are .log files being generated in the game folder that might shed more light on your issue.

edit = vanilla = no mods, clean.
Vanilla = Modless game, barebones, nothing else installed just the game.

- Not updated
i usually have a bundle of mods that i play with that "replicate" online features to a degree. I haven't had any issues with those as of recently. Could be something you're trying to do.
I mean, im not sure what exactly you're trying to do, i haven't encountered any issues with modding recently on singleplayer
Sounds like a stupid question cause it would at least tell you, but is battlecry(battleeye) off in the launcher? it seems to be nothing more than a whiny baby to the games code lol
Since you are now crashing and still have mods installed...
We can state that the mods are likely the issue. Could be the 'mods' folder, and files within if you are using that/openiv. Could be mods that are now outdated/broken due to the game update. Conflicts with mods. The need for a new gameconfig.xml, and on and on.
If there is a 'mods' folder in your gta5 folder. Rename it to 'mods-old' and test again.
If this is an actual case of battleye being 'the crash' - it becomes another instance of wanting to punch the screen because the actual error / window can't be put in a post.
Then disable BE in the launcher, or use -nobattleye in launch options.
The link above covers cleaning your folder, and even the potential cleaning of your saves in case those are the issue. However, since you 'were' loading into the game and no mods were appearing, I wouldn't believe that is the case.. at the moment.

Install the next mod, confirm, and so on. 1 at a time. If you are going to stuff in more and more mods - be sure you are installing their 3rd party requirements. If you are going to stuff in more models/textures/cars, peds, and all that - you may need to pay closer attention to all the other usual base mods... the various memory adjusters, custom gameconfig.xml, etc.
