It's kind of quirky.
Go to the left side of the wheel and if no one is in the wheel area it should allow 'E' keystroke to do it. It's also one per day. I never figured out why it would not in a visit before but this sequence should work. I think I was trying it in the middle when it's left side and no one spinning it or at that position at the wheel. I hope this helps!

no in your country i believe it is illegal to gamble so rockstar disabled all gambling for them.

Thank you for your help on this, although this says "This feature is not available for you" Going to the desk for my membership (talking to the guy and glasses) it says I do own the standard membership?

No no, I am sure it is in most countries however we do have quite a few casinos. Not to mention multiple online sites and mobile games to gamble actual money from your phone play store

If you're getting this when you stand to the left side of the wheel, that means you can't gamble in the casino while you're using an IP from the country your IP is registered to.. If you want to utilize the feature badly enough, you will have to get a VPN that has a server accessible from a country that does not block the game's gambling features.
