Open an admin command prompt and run "sc delete BEService"
Can open services.msc after and see if Battleye's service was removed.
Uninstalling the game should have removed the battleye folder.
*opening an admin command prompt, navigating to the gta5 folder, and running -
' gta5_be 4 ' also appears to pop a window asking about uninstalling. Haven't thoroughly looked into beyond that yet. Doesn't look to remove gtav / battleye
After that if you wanted to be completely thorough- you could search the pc/registry for battleye but I imagine most of that would be otherwise inert.
edit - have since used the sc delete service command above after setting r* launcher to not use battleye and it appears to not be reinstalling/loading it for storymode launch.
Came here to post this, this should do it
