Problem starting LSPDFR mod via rage hook: When I press f4 and type ReloadAllPlugins nothing happens

my rage plugin hook is not a steam game my lspdfr was working fine then i closed lspdfr to download stop the ped had the same issue where i open the game i press f4 type reload all plugins and nothing happened i deleted stop the ped still nothing happened same issue then i uninstalled lspdfr and rage hook redownloaded it and i am still having the same issue does anyone know any solutions?
