When you're doing this, are you joining public or private sessions? Have you tried character swapping to see if it's a character specific issue?
Could try the character editor too, and pick a random outfit, maybe?

Reading old threads on this (it's been around a few times), is that tops with prints of decals on them get stuck on outfits, even after removing/changing clothes. I have no idea how to fix this and is affecting others too. I'm fairly sure it's down to the actual online patch itself, as tattoos are merging with the decals as well, and not coming off unless you switch sessions.
Of note is the fact of more decals merging on top of each other, the more decal based tops you wear. Removing tattoos (or re-applying them) doesn't fix it either. The code to save these character settings seems to be corrupted.
One other note is racing outfits decals seem to be corrupted too, becoming blank.
Because the gta online is gta online. Not have similar games like it online.
If you wanted to protect your company's franchise, would you too not pay other companies off to stop them from sinking the only game that by majority, keeps your company in business?
Think about it. You would do the same thing guaranteed.
Not payng die only the game not make other company. Every game, product the hater says the same thing: not buyng. Not is the road. If you want play, play, if one hate is better to change the game itself instead of hope to other doing it.
