As for it ending up back in impound, you might want to hang around online for a bit. Basically do something that would cause your game to 'save', preferably without being wanted with cops on your ass.

For newbies who don't know they can steal their stuff back, kids for example, if they are poor in game, chances are if they're in a pickle they might spend some real money. Think McFly. Think.
I'd wager your tiny self is the type that sees an Imani Tech vehicle and wonders why you can't lock onto it. I bet you notice an Akula, Raiju, Kosatka (at low enough depth), RC vehicle, or now the Terrorbyte while stationary - and wonders why it's off radar. I'd expect you to be the type that rolls up on another player with a weaponized vehicle or with guns out, and cries when you get shot dead (bonus points if you went near someone's sale vehicle and were especially confused by your fiery death). I'll bet you're another cretin that crawls to your facility and considers yourself a winner for selecting the auto-aiming orbital obliteration, especially considering the price of each shot (hope you bought your ♥♥♥♥♥♥♥ shark cards, child). I feel safe assuming you're the type to not only go passive in PvP after realizing what a ♥♥♥♥ storm you've brought upon yourself, but then continue running your mouth in text chat to somehow compensate for your lack of ability to deal and your inability to get the ♥♥♥♥ over it and leave. You're the one who's got a lot of ♥♥♥♥♥♥♥ thinking to get done, dirtbag.
So step the hell off, and reconsider your ass before you go trying again. You were in the wrong the moment you thought I was just here to troll with what I said. You just became the clown meme, kid, so do you want to finish painting your face up and throw that wig on? I already have a damn good prediction what you're going to do next. Leave helping the newbs to me and others, if they want help. You're the one doing the trolling here, offering zero helpful information and just showing up to ♥♥♥♥♥♥♥♥. Then, when someone replies to you or adds to what you said, you hunger for even more attention like a social media leech. I hope reading this burns you out for the night, as a service and a favor for others.
I've done all that. I steal it, lose the cops, return it to storage, run a few missions (using Sparrow or Akula) and next time I log on the car is back in the impound lot.
It ain't the money. It's the principle. That's why I'm asking, because it seems like paying is the only way that works.
Or your car is stuck in a glitched state, again, no one is aware of.
Some things you could try: Storing your car in your garage then forcing a save through Alt+F4 or changing outfits, then restarting the game while inside the garage with your car.
If that doesn't work you could try restarting with another personal vehicle active, after forcing a save.
If none of that works then it might be some spaghetti code on rockstar's end (modders screwing with you is always a possibility. Had one ♥♥♥♥ up my car in a single instance when I loaded into a public session by accident, I could not put it in a garage or take it out of one, it would disapear, I had to call it through the mechanic to spawn, ended up selling and buying a replacement after some time)
A ticket to rockstar support as a last resort might help, but I would't put a single shred of hope in them fixing anything, but who knows...
