The game also updated today so - mods may again be broken unless you downgrade.

You're gonna have to do the same thing as the rest of us trying to use mods...wait until it gets fixed I'm afraid
My profile has some .exe's - that is all I used (and 'current' scripthookv). Not in mood to test with a 'mods' folder and additional stuff at this time. Repeat game updates, testing gets old when.... it works fine here. -.-
Updates possibly outdating/breaking old/fav mods - that's a different story.

GTA V now won't even open up because it's "already running".
You literally download the gta5.exe, and replace the one in your game folder. Downgraded. (this of course assumes you are on a very recent/working version of the game and not a modded copy from a year ago with outdated mods/etc)
