But can I install mods WITHOUT OpenIV?}

Yes.

You will need the scripts of the mod you want to use - BUT - not all scripts function without Lemon UI or OpenIV. Some do, some don't. Because the interfaces are included in the above, some creators prefer to simply use them because it saves them making their own.

As for the scripts that do, you just drag and drop them into your game directory and boot the game as normal.

Yeah. Lemon just uses files unlike OpenIV needing a proper install, but from what i seen, Lemon is used almost exclusively with OpenIV - things like texture based mods, remodels like official cars, player skins, that sort of thing. Anything else like god mode, infinite ammo, no wanted, vanilla car spawning, prop placements etc you don't need OpenIV for.

OpenIV works but i don't use it myself since i don't need it. Just depends what you wanna mod. Some AV's also flag OpenIV as a false-positive, but some scummy sites also include rootkits in their files, so if you end up installing it, make sure you grab it from a reputable source.

I have a texture mod that I want to install called VisualV. So IF I am understanding your answer correctly, I would need OpenIV to install texture mods?
You need OpenIV to install mods that replace weapons, characters or vehicles, but you don't need it to install trainers, zombie mods or a mission maker. RPF files are bound to RAGE (Rockstar Advanced Game Engine), which was used to make the game, and OpenIV is able to open them.
