edit - 'listen bro' what? I did. I read your first post. No mention of gameconfig in any form. Yes, the mod replaces it - with an old version. The joy of using old storymode mods when they become outdated and require extra work to get them working/half working.
Q4: With this pack installed the game either crashes or freezes during the loading screen.
- You're not on the latest copy of the game or you need to use a different gameconfig.
Q5: With this pack installed I'm not able to complete/start any of the story mode missions.
- Replace the gameconfig.xml file with the one created by F7YO.
So - Using info available on the mod page/install, FAQ, and comments on said mod. It will load and work fine here. This means the mentioned gameconfig, and ini's also listed by it.
There's 3 variations of this and I'm not willing to fuss around with it anymore.
1 - Go to mods/update/x64/dlcpacks/vwe - delete the dlc6.rpf. Feel free to edit/look at. A quick glance at least ingame = it 'removes' some albany vehicles - IIRC - and I only looked at the first page of 'added vehicles' in simple trainer. I also tried deleting 'pieces' of what little is in the dlc6.rpf - and it continued to crash if the file existed and i didn't remove other dlc.

2 - Open dlclist.xml - and delete some other entries, like mpchristmas, mpxmas, etc. May remove other things, may cause conflicts with other mods, who knows.
3 - Some have claimed using a .5x.5 traffic gameconfig instead. Didn't change a single thing here and stuff continued behaving 'here' as mentioned above. Realistically - there could be a near infinite amount of variables to this issue.
4 - Of course, you can tinker with the various adjustors and gameconfig settings and find what is right for you. Read more comments, test more things, remove other useless mods, who knows what else you have installed. Again, no mention /shrug.
There are actually more suggestions in there - including cweaponinfoblob, weaponlimiters, downgrading the game version, and some others. Again, unwilling to sit there and test all of them - because - who knows what else everyone saying these things is running, how they are configured, etc. Not even going to get into the mod itself and certain cars causing issues like annis elegy rally.
Steam discussions really isn't a great source of storymode modding help. There are other game forums dedicated to storymode modding, and are usually attached to the places you'll find these mods. And of course - the mod details/comments, faqs, readmes, etc. With enough persistence and more reading/testing I am sure you'll find some combination that will work right for you.
